Lambeth LBC failed to deal properly with the Education Appeal hearings about a boy's exclusion from school, the Local Government Ombudsman has ruled.

The report says important letters were sent to the wrong address; the Governors did not appeal in writing against the decision of the Education Authority not to allow the exclusion and yet the boy was not reinstated.

There was a delay in arranging the Reinstatement Appeal, continued the report; the Appeal Committee which heard the appeal against a refusal of a place at the boy's mother's first choice of alternative school was wrongly constituted because it included a governor of the school allocated for the boy.

The council also failed to enrol the boy in the school allocated said the Ombudsman.
