The landfill tax has led to increased illegal rubbish-dumping rather than encouraging recycling, reported Sunday Business (p5).

The tax on operators of landfill sites has been passed onto landfill users, prompting large users - such as builders - to dump waste in the middle of the night to avoid paying the tax, up to£7 per tonne.

Major companies such as Railtrack are having to clear their land of rubbish dumped illegally.

Council are the biggest users of landfills, and meeting the cost of the tax was a factor in local authorities this year increasing council tax and reducing services, according to the paper.
