The Rt Hon Ian Lang MP, Secretary of State for Scotland, today issued his proposals for the allocation of Government support totalling over £5.2 billion to Scottish local authorities for 1994- 95.

This represents an increase of 2.1% in revenue support grant, specific grants and income from business rates. The proposals will now be considered by COSLA, and Mr Lang will consult with them on January 28, 1994.

Mr Lang said: 'The proposals issued today deal with the detailed allocation to local authorities of the total amount of Aggregate External Finance settlement for next year which I announced as part of the Local Government Finance settlement on November 30.

'As I indicated then, this is a realistic settlement having regard to the low level of inflation and the Government's approach to public sector pay. If local authorities do not budget sensibly for next year, I shall not hesitate to use my capping powers in order to protect local taxpayers from excessive increases in council tax levels.'
