The court of session has ruled that where a person is listed as a supply teacher by a local authority in Scotland, a decision by that authority to remove him from that list was one that might competently be challenged by way of proceeding for judicial review.

The Times (p25) reports that Lord Osborne so held, allowing a petition brought by John Hardies for judicial review of a decision by City of Edinburgh Council to remove him from the list of supply teachers maintained by them.
