A court has ruled that a tenant was not entitled to receive housing benefit in respect of water rates which she paid to the water board, reports The Times (Law, p14).

Mr Justice Owen so held in the Queen's Bench Division in a reserved judgment when refusing an application by Mrs J Jacobs for judicial review of the decision of the housing benefit review board of Bristol City Council not to set aside the decision of the benefit review board which had confirmed the determination of the council that the amount of housing benefit payable to her under regulation 10 of the Housing Benefit (General) Regulations (SI 1987 No 1971) could not include water rates.
