Meanwhile, the paper reports that a social worker who 'blew the whistle' on alleged abuse in Cardiff children's homes has been instructed, by the assistant director of social services, not to speak to the media again.
Karen Mackay, who is currently at home on sick leave, said: 'They are gagging me for speaking out about the abuse of children in the council, but I feel I have a duty to speak out until the council listens.
'The council has been aware of these allegations for some time but I have seen no evidence that any action has been taken.'
Cardiff City Council insists it is investigating the matters properly. A spokesperson said: 'Karen is no different to any other member of staff and no member of staff is allowed to speak to the media about matters relating to work.'
