Local education authorities passed 84.2% of the schools budget straight to headteachers this year, education secretary David Blunkett has announced.

The figure was 1.8% up on last year but Mr Blunkett voiced concern at the range of figures - the top authorities passed on 10% more than the worst performers. He said all LEAs should achieve an 85% target next year.

Chief education officers say the figures prove councils are passing money straight on to schools. The Association of Chief Education Officers said moves to increase delegation beyond the target of 85% should be viewed with caution.
