Leeds City Council has appointed Bill Miles, former chief executive of Gateshead MBC, to take over its investigation concerning the council's behaviour in the late 1970's and early 1980's over asbestos and the former JW Roberts factory in Armley.

The inquiry was launched after allegations, made in the Guardian newspaper, that officers altered public records to cover up its knowledge of asbestos contamination which killed 39 people in Armley.
