Legal action has begun by lawyers acting for four alleged victims of child abuse to force the release of a secret Clwyd CC report of an investigation into abuse in residential homes, reports The Independent (p3).

The action is due to be heard at Wrexham county court on May 17.

The paper quotes leading child care law specialist Alan Levy QC: 'In general, claims for privilege or public interest immunity by local or central government can be defeated if a greater public interest can be shown.'
