Leicester City Council's ruling Labour group has been defeated over its plans to chair all scrutiny committees.

Opposition parties and eight of the 30-strong Labour group, including former Leicester leader Sir Peter Soulsby, voted to increase the number of scrutiny panels from the proposed six to seven, and give three of the chairs to the Liberal Democrat group.

Lib Dem leader Roger Blackmore said: 'This is an issue of ensuring scrutiny is effective and not dominated by one party.'

Labour whip Maggie Bodell-Stagg said the backbench revolt was part of a 'systematic long-term attempt to undermine the leadership and majority of the ruling Labour group'.
