As headline-grabbing initiatives go, Tom McCabe's comments about the number of chief executives in Scottish councils were more successful in attracting the attention of journalists than much which emanates from the Scottish Executive. Perhaps that was the intention.

Mr McCabe should be encouraged by the message from St Andrews that local government is ready, willing and able to embrace the modernisation agenda. He and the executive should also know that local government in Scotland is developing a radical, cutting edge approach to public services, and there is no fear about councils working together across boundaries to deliver services.
