As an 'excellent' district council, Chichester DC has had very few inspections (LGC, 14 April).

However, they have created capacity issues. Districts and boroughs are very different beasts from counties and unitaries, and a model designed for big councils does not translate well to lower-tier councils.

Service inspections need to become better targeted and triggered only by poor performance.

As long as councils fulfil certain standards, they should be allowed to deliver services according to local priorities.
