The Office of Fair Trading report Care Homes for People in the UK raises important issues about information to users and the system of contracting.

While it clarifies a number of salient points, it is disappointing the OFT did not investigate more fully the role of councils which are the major commissioners of care and use this position to force unfair contracts and low fees while at the same time demanding higher quality.

There is a need for more information and transparency. As the largest representative body in the care sector, the English Community Care Association is committed to working with the Commission for Social Care Inspection and councils to ensure transparency and quality.
