Your efficiency analysis (LGC, 26 May) says 'Sheffield did not find big efficiencies'. Both the use of the past tense and your judgment on us are misleading.

What we have submitted to government is the forward plan for 2005-06. We think our efficiency statements should include only robust figures.

Our statement identifies initiatives where - by the end of 2005-06 - we are confident of delivering more savings, but work is needed to firm up the numbers. We have yet to declare our actual savings from 2004-05. With these, we will easily exceed the target.
