I read with interest your recent recruitment and salary trends survey (LGC, 12 May) which revealed 72% of respondents rank people management skills second only to change management for enhancing career progression.

This echoes the Audit Commission's findings in 2003, which recognised that effective people management is a critical success factor in achieving improved and efficient services.

The Employers' Organisation is working on behalf of the Local Government Association through an Office of the Deputy Prime Minister-funded capacity building programme to explore which strategies work most effectively in local government and to share best practice.
