The Local Government Association's general assembly agreed to call for an urgent summit between the LGA, health secretary Alan Milburn and chancellor Gordon Brown to discuss social services funding.

The assembly heard that councils spent£1.3bn above standard spending assessment last year on social services.

The association also agreed 'punitive' fines for councils responsible for bed-blocking would be demoralising and exacerbate the recruitment crisis.
