The Local Government Association is proposing that the system of 1,000 detailed targets imposed by central government be replaced with 30 national outcomes, which local authorities would meet in their own way.

LGA chairman Sandy Bruce-Lockhart told BBC Radio Four's Today programme this morning: 'The UK is unique in the degree of central control that our government exerts.'

The targets often produce perverse incentives, he said, and are expensive to meet. 'This control system, according to the Treasury report, costs£2.5bn in Whitehall to administer,' he told Today. 'It costs a great deal in local government too to comply.'
