Welfare to Work

Update on developments in relation to the Government's Welfare to Work Programme. The LGA is continuing to press Government to allow local authorities and other public bodies to be eligible to provide placements under the full-time employment option of the Government's New Deal for 18-24 year olds. LGA Annual Housing Conference, 17-19 February 1998

Statutory Leisure Plans

The Chief Leisure Officers' Association has produced a consultation paper which proposes that a new statutory requirement should be introduced requiring all local authorities to prepare and maintain a Local Leisure Plan. Responses are requested by 22 September. Copyright Licensing Agency Ltd (CLA)

The Copyright Licensing Agency (CLA) has contacted local authorities about the photocopying of copyright material, and offering a licence to permit limited copying of its member right-holders' material. In order to obtain a picture of current use and issues, the LGA has sent out a questionnaire to inform any negotiations with the CLA. Details of the publication of the report of the Efficiency Scrutiny of Central Consent regimes on local authorities. It recommends that:

DETR should be made formally responsible for maintaining a list of consent regimes.

Departments should regularly test the case for retaining consent regimes.

A course of action for each of the 196 consents identified.

DETR should take the lead in preparing legislation to give effect to the proposals.

Home Office Working Group on Vulnerable or Intimidated Witnesses

Details of a Government inter-departmental review to look at further ways of assisting vulnerable witnesses and providing witnesses with greater protection from intimidation. Implementation of Sex Offenders Act 1997

Part I of the Sex Offenders Act will impose a requirement on certain sex offenders to notify the police of their name(s) and address and any changes to these details. This will ensure that the information on sex offenders contained within the police national computer will be fully up to date. Part II of the Act is to give United Kingdom courts jurisdiction to deal with those who commit certain sexual acts against children abroad. LGA Anti-Poverty Panel

Members of the Panel expressed some concern that information about anti-poverty strategies disseminated by both the LGA and the Local Government Management Board's Anti-Poverty Unit was not always reaching those elected members with responsibility for anti-poverty strategies. The Panel's Chair, Cllr Dennis Heptonstall (East Staffordshire DC) has, written to the leaders of all local authorities to advise them of the establishment of the Panel and its terms of reference. Planning Agreement and Transport Provision

The LGA has been discussing with the Transport Studies Unit of the University of Westminster the role of planning agreements in transport provision. A questionnaire on the topic and a statement setting out the objectives of the study should be returned to the University of Westminster by 12 September. Strategic Rail Policies and the Government's Consultation Programme

Information on the Association's initial understanding of how rail policy issues are likely to be dealt with in the run up to the Government's Integrated Transport Policy White Paper. Provision for Autistic Children

Transcript of recent High Court Judgements involving Ealing and Solihull LEAs. The Court found that there was no absolute duty upon either an LEA or the SEN Tribunal to name a particular school in a statement of Special Educational Needs, but where a school was named, the LEA were under a duty to arrange and pay for the school even if it was not in the maintained sector.

Towards Early Excellence : Report from the Early Years Task Force

'Towards Early Excellence', is an interim report from the Early Years Task Force, set up by the Education and Social Services Committee of the AMA and ACC. The purpose of the Task Force was to investigate practical action by local authorities to address the need for coherent long term strategies to make policies and services affecting children and their families start from the concept of the whole child.
