Leaders of the Local Government Association plan to urge all councillors to argue the case for local democracy in their parties in the run-up to the general election in the face of threats to centralise finance and services, reports The Financial Times (p8).

LGA leaders also intend to launch a manifesto for local democracy at the political party conferences in the autumn.

Jeremy Beecham, chair of the association, said yesterday that councils must 'stake their claim to be reorganised, in deed as well as word' in the renewal of both local national democracy.
