'When people like ministers say we want to increase the turnout, first you have to increase the powers and responsibilities of local government,' he told delegates.

Mr Livingstone accused ministers of ducking the central problem of underfunding and added: 'I have never seen a local authority which has squandered money in the way the MoD has.'

He was surprised ministers had not gone off mayors, adding: 'Perhaps Derek Hatton in Liverpool might finally put the nail in.'

Before his speech, he said local government over the past 20 years 'has had no more independence in Britain than the Vichy regime had in France under the Nazis'.
