Local government will struggle to make a case for extra money under next year's spending review, according to Helen Kilpatrick, director of resources at West Sussex CC.

The economic climate is making chancellor Gordon Brown's 'golden rules' on public borrowing increasingly difficult to keep, she said, and constraints on spending are inevitable.

'The emphasis will be on justifying our base position, rather than putting in bids for more,' she added.
