The enforced passporting of education funding will lead to the gradual decay of roads and other non-schools services, according to Conservative local government spokesman Eric Pickles.

Mr Pickles said in its provisional finance settlement, the government had moved 'from threatening local government with weapons of mass destruction to merely bayoneting the wounded'.

'This is the start of the crisis,' he added.
