The provisional finance settlement signals a reversal in the trend towards increased ring-fencing, according to ODPM local government finance director Bob Linnard.

He described the 2% reduction in ring-fencing included in the settlement as 'a hefty fall'.

'There has been a quite marked trend since 1997 of increasing ring-fencing, which has now been reversed,' he said.

'There are two agendas - giving more flexibility and power to local government [versus] delivering national priorities - and the government is trying to balance those.'
