The Local Government Association opposes controversial plans to claw back council tax benefit subsidy in its formal response to the local government finance settlement.

While welcoming what it sees as the best settlement for years, the LGA is refusing to back down on the subsidy proposal, which it claims ministers will use as an alternative form of capping.

It hopes it can persuade the government to both water down the scheme and postpone it for at least a year.

The LGA is also unhappy that council capital expenditure will still be subject to centrally controlled bidding schemes.
