It outlines five areas for action:

- Simplifying funding streams, removing duplication

- Reducing the number of council plans, and streamlining the remainder

- Rationalising partnerships under the umbrella of local strategic partnerships

- Removing the need for consent from the secretary of state

- Finding more ways to cut red tape.

Incentives should be used to improve performance rather than regulatory controls, it suggests.
