Local Government Association leaders today welcomed further details from Stephen Byers of the terms of reference for best value review*.

Jeremy Beecham, chair of the LGA said:

'We are pleased that the government is undertaking a review of best value and welcome the move to look at the scope of local authorities to carry out work for others. Local authorities need wider powers to provide services to others, whether this is to other councils, or public or private organisations.

'However, there is some suggestion that these powers will be restricted to `top performing' councils. We would be very concerned about any suggestion that a council with a good record in one service should be prevented from sharing its expertise with another council because of shortcomings in an unrelated service area.'
