English councils are facing a fostering crisis following a 35% increase in carer shortages in two years, a charity has claimed.

The Fostering Network said councils needed 8,200 more foster carers to provide places for all children in care. A similar survey in 2002 put the figure at 6,100.

The Children Bill should be amended to tackle the needs of young people affected by domestic violence, the Local Government Association has said.

It said children who had witnessed violence in the home were often psychologically scarred and at risk of physical abuse. Directors of children's services and child protection boards should have specific responsibilities for this group, it added.

The English Community Care Association has appointed a former charity head as its chief executive.

Martin Green will take charge of the representative body for the country's residential care sector, following a stint as chief executive at Counsel and Care, an older people's charity. He replaces Joe Campbell.
