A former Mid Devon DC councillor who assaulted a traffic warden in a row over a parking offence has failed in his bid to escape a one-year ban from council service.

The High Court upheld the Adjudication Panel for England's decision to ban David Hathaway from being a member for a year for bringing the council into disrepute.

Mr Hathaway had claimed he would effectively be banned from serving for over three years because of the electoral cycle.

Cash-strapped councils would have to invest another£1bn in fees to independent care providers to help older residential homes meet the tougher standards applied to premises registered since April 2002.

That was the verdict of the Joseph Rowntree Foundation, which said that, despite recent above-inflation increases in fees, significant extra investment was needed to modernise older homes.

Councils have cut pollution at industrial works like foundries, glassworks and print works but need to improve their inspection regimes, according to a new government report. Environment minister Larry Whitty said the report found a lot of good practice but a patchy nationwide picture.
