Compensation for accidents caused by the state of roads is costing councils almost a fifth of their highways maintenance budgets, according to the Asphalt Industry Alliance's annual survey. It found£121m was paid in compensation last year out of a total budget of£669m.

The development of City Hall, the new building on London's South Bank which will house the Greater London Authority, is on track to be handed over to mayor Ken Livingstone on 24 June.

The Local Government Association in Lincolnshire is preparing a legal challenge against the Environment Agency over the publication of flood-risk maps. The maps, which show large parts of Lincolnshire at risk from flooding, have put people off buying homes in the area. The council says this is already having consequences for the economy.
