The government has confirmed its 6.3% increase in grant to councils for 2005-06.

The final finance settlement incorporates only minor data changes since the provisional version was announced last year (LGC, 3 December).

The Improvement & Development Agency has marked its fifth anniversary with a research paper on the factors essential to improving councils.

It said the key features were leadership, performance management and community engagement.

Poor leadership, whether political or managerial, tended to be a factor in councils with problems, it noted.

IDeA has helped councils

through its local government improvement programme, which includes political leadership in addition to conventional management consultancy work.


Peter Burns, former monitoring officer at Lincolnshire CC, resigned from his post in 2002 and was not subject to any disciplinary procedure. He was not dismissed, as reported in last week's LGC.
