Sharon Burd, head of finance with Hertfordshire Constabulary, has been appointed corporate director, finance and resources, with Watford BC.

She previously held appointments with Barnet LBC and Welwyn Hatfield DC.

Jane Burns, business and policy manager with Cheshire CC, has been appointed to the new post of head of policy and performance with Dorset CC.

Ms Burns joined Cheshire in 1987 and had promotions in environment, the policy unit and in community development.


Richard Munro has been appointed director of cultural services with Oxfordshire CC, to succeed Tom Forrest, who is leaving to join the private sector. Mr Munro has worked with Coventry City Council for 11 years,

first as city librarian, then as head of cultural services.


John Palmer has been appointed community partnerships manager with North Hertfordshire DC. He was previously project officer with the council.


Colin Berg has been appointed corporate director, social and housing services, with Monmouthshire CC. He is currently county care manager, older people services, with Cheshire CC,


Peter Brookes has been appointed head of service in Durham CC social services new community development unit. He previously worked in community support.



Gillian Taylor, chief executive of King's Lynn & West Norfolk BC since 1999, has been appointed chief executive of Burnley BC. She will succeed Roger Ellis, who has been appointed chief executive of Rochdale MBC.

Dr Taylor (44) was previously chief executive of Craven DC for four years and was with Leicester City Council for nine years, lastly as assistant chief executive.

Howard Davis, chief executive of Tewkesbury BC, has been appointed chief executive of Teignbridge DC, to succeed Brian Jones, who will be retiring in October. Mr Davis (42) was previously with Cornwall CC in engineering posts, promoted to director of the direct labour organisation, then to assistant chief

executive. Mr Jones joined Teignbridge as district secretary in 1980 and was appointed chief executive in 1995.

Roger Hampson, acting chief executive with Redbridge LBC, has been appointed chief executive of the authority. He was previously a corporate director and from 1994 director of social services at Redbridge.

John Drew, chief children and families officer with Redbridge, has been appointed director of social services to succeed Mr Hampson.

Lorraine Langham, executive director with Hackney LBC and since April acting director of social services, is taking voluntary redundancy. She was previously assistant chief executive with the council, responsible for communications.

Peter Short, chief financial officer with Chiltern DC, has been appointed director of corporate services with the authority. He will continue with his financial responsibilities in his new post.



John Reed, director of finance with Dacorum BC since 1982, is taking early retirement in September.

Mr Reed (54) started his local government career with Liverpool City Council in 1965. He worked for Swindon BC, Rugby BC and became deputy treasurer with Newbury DC in 1976 and borough treasurer with Hertsmere BC in 1979.

Richard Ennis has been appointed head of finance and business services with Westminster City Council, covering two departments Ñ planning and transportation and environment and leisure.

Mr Ennis (34) was previously head of business services with Slough BC from 1998.

He began his local government career with Slough in 1990.



David Nash, assistant chief executive with Stratford-upon-Avon DC, has been appointed district planning officer with Hinckley & Bosworth BC. Mr Nash (45), started in local government with South Lakeland DC in 1978 and moved to Stratford-upon-Avon in 1981.



Andy Albon, assistant chief executive, human resources and equalities, with Leicester City Council, has been appointed chief personnel officer with Birmingham City Council. Mr Alborn joined Leicester in 1992 from Tower Hamlets LBC, where he held several personnel posts.
