Kevin Crompton, director of learning and leisure with Hackney LBC, has been appointed head of community services with Surrey CC.

Dawn Robinson has been appointed head of human resources with North Tyneside Council. She joins in September from an IT software company.

Gideon Amos has been announced as director designate of the Town and Country Planning Association. Mr Amos is currently director of Planning Aid for London, and will take up his new post on 1 October, on the retirement of Graeme Bell.

Yvonne Campbell has been appointed head of IT with Crawley BC. She previously worked in consultancy.

Patricia Hollingworth has been appointed assistant solicitor, committee and legal services, with South Staffordshire DC. She was previously a trainee solicitor and on qualifying an assistant solicitor, with the firm, Clark Brookes in West Bromwich.

John Simm, director of engineering services with Wigan MBC, retired at the end of July. Mr Simm (61) began his local government career with Bolton CBC and joined the former Wigan CBC in 1963 as assistant engineer. He became chief assistant engineer with Wigan in 1974.

Coralie Foster and Kate Fitzsimmons have joined Mouchel Consulting where they will be developing best value review consultancy work.

Management

Hardial Bhogal has been appointed chief executive of Walsall MBC. He succeeds David Winchurch, who has retired.

Mr Bhogal has been acting chief executive of Walsall since March. He was previously corporate board director for health and regeneration with the council, and a joint director with Walsall Health Authority. He was also responsible for the health action zone.

Ian Crookall, chief executive of Buckinghamshire CC since 1995, is taking a gap year and travelling when his contract ends in December. On his return he will be undertaking another degree.

Mr Crookall (55) trained as a solicitor in 1970 and entered local government as a solicitor with North Yorkshire CC in 1974. He was appointed assistant clerk with Norfolk CC in 1982 and deputy county solicitor with Dorset CC in 1985. He became county secretary and solicitor in 1985.

Jim Muncey, chief education adviser with Coventry City Council, has been appointed head of the new standards and effectiveness division with Leicester City Council education department.

Jill Dixon has been appointed assistant chief executive with Northumberland CC. She is currently head of corporate policy with Durham CC and was previously senior policy officer in the chief executive's department at Sunderland City Council.

Ms Dixon (38) began her local government career with Newcastle upon Tyne City Council, where she held various corporate policy posts for 10 years.

Anne Bristow, chief community care officer with Redbridge LBC, has been appointed director of housing and social services with Haringey LBC. Ms Bristow joined Redbridge in 1982, working in welfare and benefits, and after several promotions, was appointed to her present post in 1996.

Colin Chick hasbeen appointed to the new post of head of transport and engineering with Lewisham LBC. He was previously head of engineering and transport with Thurrock Council and before that was head of traffic and research with Hounslow LBC.

Mr Chick was chair of the traffic management and road safety committee of the Association of European Transport and is on the transport and planning committee.

Paul Walker, head of planning and traffic with Brighton & Hove Council, has been appointed director of development with Bridgnorth DC.

Other appointments at Bridgnorth include David Parish, head of Gloucester city service with Gloucester City Council, who has been appointed director of operational services and Angela Ridgwell, principal finance officer with Taunton Deane BC, who has been appointed director of resources.

Lyn Carpenter, head of sports and community facilities management for Brent LBC, has been appointed head of leisure services with Elmbridge BC.

Ms Carpenter (34) previously worked for Crawley BC and Bexley LBC. She joined local government from the private leisure sector in 1992. She competes internationally as a member of the England netball team.

Financial

Valerie Davidson has been appointed head of finance with Strathclyde Passenger Transport. She was previously depute director of CIPFA from 1993. Ms Davidson started her career as a trainee accountant with Surrey Heath BC in 1987. She was seconded to Surrey CC for a year and in 1991 she became internal audit manager with Croydon LBC.

Legal/Admin

Graham Smith, assistant director of corporate services, legal and administration, has been appointed assistant chief executive to head a new division within the chief executive's department covering legal and democratic services. Mr Smith (42) will be the council's chief legal officer and will take on the role of corporate complaints officer.

Personnel

Peter Hodkinson, employee relations and resourcing manger with Oldham MBC, has been appointed head of strategic personnel with the council and Gill Wooley, principal personnel officer, employee relations, with Oldham, has been appointed head of operational personnel.

Housing

Daphne Agnew, admission manager for providing temporary accommodation to the people and families in Birmingham City Council's homeless centres, is to retire after two decades in the service. She has been one of the housing department's emergency accommodation officers on call, out of hours, throughout the year.

Development

Steve Kendall has been appointed economic development manager with Stafford BC. He has been running his own economic development public/private sector consultancy since 1997. Mr Kendall (49) began his career with Leicester City Council in 1981 and moved to the Scottish Development Agency in 1985.

He became head of economic development with Gloucester City Council in 1986, then joined the environment charity, Bristol & Avon Groundwork Trust, in 1989.

He was appointed inward investment officer with Derby City Council in 1991 and moved to the former Rochester upon Medway City Council in 1996. He was a national council member of the Institution of Economic Development for 10 years.

Mary Bloomer has been appointed economic development officer with Stafford. She was previously with Staffordshire Business Link, following nine years with Staffordshire CC.

Fiona Nicol, head of communications with Islington LBC, has been appointed head of communications with Lewisham LBC. She has worked for 20 years in public relations consultancy in the private and public sectors and in house for the Romanian Orphanage Trust.
