Bryan Thomas, assistant director of environmental services and housing with Ceredigion CC, has been appointed director of environmental services with the authority.

Mr Thomas began his local government career with Cynon Valley BC and joined Ceredigion DC as a district public health and housing inspector in 1979. He was promoted there through environmental health and housing posts.

Huw Roberts, director of technical services with Denbighshire CC, has been appointed director of transportation and technical services with Pembrokeshire CC. He succeeds John Heys, who has retired.

Charles Waddicor has been appointed director of social services and housing with Isle of Wight Council. He was previously director of housing and social services with Sutton LBC, and recently strategic head of the chief executive's unit.

Gill Dixon, an area co-ordinator with Bradford City Council, has been appointed corporate best value manager with the council. Ms Dixon (44) was previously principal organisation development officer.

Jennie Duffy, head of environmental health with Barking and Dagenham LBC, has been appointed head of health and consumer services with the council.

Lesley Mallett, housing strategy manager, has been appointed head of housing strategy with the council.


Faith Boardman has been announced as the new chief executive of Lambeth LBC (LGC, 26 May). Ms Boardman (50), currently chief executive of the Child Support Agency, succeeds Heather Rabbatts, now heading the local government transaction services dot com company Impower.

Heather du Quesnay, who was acting chief executive for the authority, will be taking up her new post in September as the first director of the National College for School Leadership.

Becky Shaw has been appointed assistant chief executive with East Sussex CC. She is currently head of customer services in the housing department at Westminster City Council. Ms Shaw worked for Hounslow LBC and Harrow LBC, before joining Westminster in 1993.

Eileen Armstrong has been appointed head of policy promotion and member services with the Local Government International Bureau. She was previously a detached national expert in the European Commission, working in the directorate general for regional policy and cohesion.

Catherine Parkinson, director of legal and administrative services with Blackburn with Darwen BC, is the new group director (central services) with Calderdale MBC, completing the restructured senior management team.

She joins Jane Waggott, appointed group director of regeneration and development with Calderdale; Donald Bogie who has been appointed group director of community services and Philip Lewer, assistant director of social services with Bradford City Council, who has been appointed group director, health and social care. Carol White, director of education with Calderdale, has been appointed group director of schools and children's services.

Pippa Milne, principal officer and acting team manager (client services) with consumer protection services with Poole BC, has been appointed team manager (client services) with the service.

Ms Milne began her local government career in trading standards with Fife RC in 1991, and held trading standards officer posts with Shropshire CC and Telford & Wrekin Council, before joining Poole as principal officer (client services) in 1999.


John Eagle has been appointed chief accountant with West Sussex CC, to succeed Doug Sanders, who has retired.

Mr Eagle (47) was previously group manager (home office services) with West Sussex. He began with Buckinghamshire CC in 1968 and worked with Cambridgeshire CC before joining West Sussex, where he was appointed chief accountant in 1974.

Paul Dale, chief finance officer with Greenwich LBC, takes up his new post on 30 June as borough treasurer with Bromley LBC.

Legal and Admin

Judith Yellin has been appointed senior solicitor (social services and education) with Hounslow LBC legal services. She joined the council from Islington LBC.

Michael Shang has joined Rossendale CB Ltd as a part time consultant.

Mr Shang is a lecturer for the Institute of Revenues, Rating and Valuation Technicians course at Preston College and a consultant for First Software UK Ltd.
