Workforce involvement in the improvement programme is ?absolutely crucial? to its success, according to Heather Wakefield, head of local government at Unison.

'People must not simply be consulted or given an ideas box, but involved and empowered,' she said.

'There needs to be a change in management techniques to find effective ways of monitoring progress.'

Performance-related pay had fallen out of favour because of its lack of transparency, added Ms Wakefield.

Lack of union engagement in the comprehensive performance assessment process also needed to be rectified, said Ms Wakefield.
