The Local Government Information Unit has sent recommendations for the local government white paper to all council leaders and chief executives.

It calls for a minimum income for councillors, legislation for political parties to operate all-women shortlists, lowering the age of councillors to 18 and extra money for training for councillors.

The report says there should be greater financial freedoms for councils and there should be more scope for them to act as community leaders.

It says: 'The white paper should encourage local authorities to look at innovative means of service delivery across all their functions.'

The unit is calling for successful innovations to be extended to other councils and not limited to a few high-flyers.
