Labour has been accused by Liberal Democrat leader Paddy Ashdown of backtracking on its commitment to a Scottish parliament.

Reported in the Western Mail (p6), the criticism comes just days after Mr Ashdown accused Labour of watering down its support for a Welsh Assembly.
