Liberal Democrats would invest 1p of income tax on education and nursery education, said education spokesman Don Foster today at the launch of new policy proposals.

'Nursery education is crucial for the future of our children and our nation. We must make a vital investment now.

'In this document Liberal Democrats put forward comprehensive proposals for how we would invest the money.

'Liberal Democrats have made it clear that we will increase provision for under fives but we will not compromise on quality. While, under certain circumstances, pre-school play groups and early admission to school may provide some benefit, high quality nursery education is undoubtedly the most effective way forward.

Key proposals in the document are: 'Establishment of fundamental criteria for the curriculum as well as for care. Access to trained teachers for all under fives and mobile teams of qualified staff to support early yearas education in rural areas.'
