The Liberal Democrats in Brighton yesterday unveiled a'tax contract' pledge. Malcom Bruce, treasury spokesman, said that every household would get a printed statement, similar to local councils itemised breakdowns of their budgets.

Reported in The Guardian (p9), amongst the party's pledges was the proposal to spend an extra £2 billion a year for education, if necessary financed by an extra 1p on income tax.
