In a letter to The Times (p 19) Peter Thurnham, Liberal Democrat spokesman on community care, reaffirms the party's commitment to a full merger between health authorities and local councils coupled with a fundamental reform of local government as the preferred solution to tackling the growing crisis in community care.

He cites the division of responsibilities between the two as being the real problem with community care. The paper also features a letter from Jennifer Bernard, chair of the ADSS Mental Health Strategy Group on the same subject.
