The Scottish Executive has promised to publish a white paper on local government reform before the end of the month.

A deal between first minister Jack McConnell and the Liberal Democrats could see the paper introducing the idea of PR.

Retired professor of local and public management Alan Alexander said: 'At the time of the original recommendation [the Kerley report] it had seemed PR might be introduced by 2005. This is the first we have heard about it for some time and Mr McConnell is clearly being very careful about how he couches these plans.'

An Executive spokesman said the paper will be published before Easter.
