London mayor Ken Livingstone's plans for a big increase in the council tax precept have been described as 'frightening and incredible' by the chair of the Association of London Government.

Sir Robin Wales (Lab) told the Greater London Authority's budget committee the mayor's proposal to raise his budget by 34.7% was equivalent to an average five year's council tax rises and he should instead 'tighten up' his budget plans.

The mayor wants to recruit an additional 1,240 police officers, implement congestion charging while improving public transport and road safety.
