The Local Government Bill was yesterday given a formal first reading in the lords yesterday.

It is expected to come under close scrutiny from peers because of the restricted gullotined debate it received during report and third reading stages in the commons this week because of the government's guillotine on dicussion. Conservative MPs protested that the timetable prevented the proposed legislation being properly questioned.
