The Queen's speech this week will include 22 bills, including one for a referendum on a new London authority with an elected mayor, reported The Sunday Telegraph in a feature on the coming legislative programme (p22).

Also included in the speech will be a bill to allow for the release of capital receipts for local authorities, and referendums on devolution in Scotland and Wales.

There will also be two education bills, one to remove assisted places and the second to raise standards in failing schools.

A crime and disorder bill including new measures to deal with noisy neighbours will be included, as will legislation for a new low pay commission and changes to competition law.
