Environment Secretary John Gummer is expected to announced plans for speeding up the review of local government in England and Wales, says the Financial Times (p10).

The review will be finished by the end of next year, says the paper. Already provisional plans for the restructuring of four groups of English counties have met with opposition.

Authorities which have not yet been visited by the local government commission have started to agree plans to put to the body. There are complaints that the process, scheduled to last until 1997, is too lengthy, says the FT.
