Labour wants to 'change the balance of power within communities', shadow home secretary Jack Straw told BBC Radio Four's Today programme this morning.

The party's proposals such as community safety orders were 'giving the decent people in an area back control over their community', he said.

Today reported on the social problems on the Bestwood estate in Nottingham, where residents broadly agree with Labour's ideas.

'Labour local authorities are in the vanguard of changing the way people behave,' Mr Straw said. Councils are asking for new powers to tackle anti-social behaviour, he said.
