English Parternships, the government's urban regeneration quango, has applied to Havering LBC to build on 50 acres of Rainham Marshes, the Observer reported.

It is the first stage of an initiative which could see London's largest wildlife site replaced with a petrol station, drive-through restaurant, hotel and industrial estate.
