The Financial Times (p6) carries a report on the continuing development of Luton Airport, which remains publically owned - by Luton BC.

After decades of sluggish growth and underfunding, the airport may finally be taking off. The airport is investing£150m in a new modernist terminal that will double its capacity. And the train link to London is being improved. From the autumn the journey time from the capital will be cut from almost an hour to 27 minutes.

The key to the success, The FT says, is a public-private partnership. Although it remains the property of Luton BC, it is now operated by a private consortium for a period of 30 years.
