The prime minister attacked the education track record of Labour-controlled councils (OA 5 Dec col 134).

In an angry Commons' exchange with the leader of the opposition, he said that Hackney, Lambeth and Islington are all examples of Labour's poor record in education.

In Lambeth, he said, `the secondary schools are so bad that the office for standards in education has to inspect every one of them.' He also pointed out that Islington has just come bottom in the table of GCSE results.
