John Major, in his address to the Conservative Party conference today, promises 5,000 extra police and 10,000 more closed circuit TV cameras, reports the Evening Standard (p1).

The prime minister promises that a tax give-away, which the Tory faithful are now confident will begin in the next Budget, will have to be paid for by serious cuts in government spending, writes the Standard.

Mr Major's promise to put 5,000 extra police into action in the next three years trumps Tony Blair's pledge last week of 3,000 over five years.

And the government will double the number of schoolchildren paid by the state to go to public schools.
