Prime minister John Major has announced plans to introduce contracts between parents and their children's school, which could be a condition of the child's admission, reports the Times (p1).

Mr Major's proposals are part of a range of education reforms, beginning today with an easing of the limits on schools' powers to select pupils.

The Financial Times (p6) reports that Mr Major's proposals for schools will involve a more selective system for state schools.

However, the paper reports that Mr Major did not refer to his pledge last year that all schools should be taken out of local authority control.
